A CIVIC EXAMPLE
Almost two years ago the burgesses of Lower Hutt elected to office a Council of business menmen of known capacity in the business =world. These men were prompted to accept office by a desire to be of service to the community, and the community gladly availed itself of the offer. To-day we publish an account of some of the works carried through or initiated during the business Council's term of office. Particular reference is made to the civic centre which, when completed; will be a model for any town of similar size. But the'point to note is that these works have not been the result of mere spending with public funds. The Council has done much because its good management and wise planning have awakened a lively civic spirit in the borough. The people themselves have realised the good work done by the. Mayor (Mr. Strand) and members of the Council, and they have set to work to aid that work. It is in this way only that a town can be w,ell administered—by the hearty co-operation of all whose interests are affected. A Mayor and Council can provide leadership, but their work will not be wholly successful unless the other people realise that they ilso should give service. With,; .business management, efficiency, and enthusiasm in the lead, and strong support from the residents of the bordugh Lower Hutt has shown what may be done. It is an example for many larger places where the relationship- of the local government to the community is often merely that of rate-collector and ratepayer.
