The Paris correspondent of "The Times" states that a. meeting of delegates of the Russian Monarchical Party discussed the recent manifesto of tho Grand Duke Cyril, proclaiming himself Tsar., It was decided to ask the Dowager Empress Mario Feodorovna, as head of the family and guardian of the interests of her son, the (.srand Duke Michael, who disappeared in 191/8, to express her opinion on the question of recognition of the claim of tho Grand Duko Cyril.
Tlie recently-announced proclamation by the (Jrand Duke Cyril of Iris claim to (.he-Throne of the Tsar of all the Russius was explained as due to tho necessity for a rallying point for the Bussiuns, who adhered to tho Royalist principle.
