Sir James Alien (New Zealand) requested Dr. Benes to explain the posi;tion of a nation not signing the Pro-, tocol, and he pointed "out that New Zealand wanted to kn.ow her position in ; the event of her refusual .to .sign. Dr.. Benes .answered that the' Protocol would not affect nations which did not .sign it. They would merely continue to be bound by the League's Covenant. Previously Sir James Allen :had>.slightly amended the .preamble to the Protocol, making less definite the Assembly's request to members of the League ito accept the Protocol. These and other minor remarks indicate that New Zealand finds difficulty in acquiescing to the demands of the Protocol, and jnay ■ refuse to sign it.
