TRAVELLING EXPENSES
The Leader of the Opposition was justified in drawing attention on Friday to the great amount of travelling expenses incurred by the Public Service. At the same' time, the amount in itself is no proof of wastefulness. The test is whether the money is well spent; and this test can be applied only by an expert having full knowledge of the work done and the ground to be covered. On the face of it, however, we think that the Ministers who spoke in reply to Mr. Wilford made a good defence. It was stated that the travelling expenses had increased in some Departments because staffs had been reduced and local offices closed. Further, it was submitted that if officers were to carry out their work well they must travel, and not attempt to do all business from a central office. We quite agree with this point of view. At the same time, there must be continued vigilance if there is not to be a revival of the "jaunting" that has not been unknown in Government Departments.
