"CAJOLED AND OUTWITTED."

"Tile Times," in a leader, commenting on the British Note in regard to the Zinovicff letter, castigates Mr. j\JacDonalcl for his belated discovery. It asks, "How is'it that Mac Donald has discovered it on the obvious eve of a critical election1!1 For months past, both before' and since tl\u signature of Iho Soviet treaties, .Bolshevik leaders hiive loudly and contemptuously.been proclaiming their designs {or the overthrow of the British Empire; buj Mr. MacDoa-
aid has professed not to believe them. Yet he must have known the true facts. Why, therefore, did he gamble with the power and prestige of the British Nation by concluding these shameful treaties, with meu who openly, defiantly, and continually declared their intention of overthrowing the whole British system? If he did not know what he was dealing with, and has only just discovered the real nature of the Bolshevik aims, then his whole action in concluding the Soviet treaties, and throwing the country into an election in which these treaties are the chief issue, shows an astonishing lack of a sense of responsibility as a Minister of the British Crown, and as a guardian of the interests of the Empire. It is hardly credible that the Nation will again "entrust the conduct of great Imperial affairs to a leader, who, on his own confession, has allowed himself to be cajoled and outwitted by the worst enemies of our country."
