LEGISLATIVE COUNCIL
The Legislative Council met at 2.30 p.m. to-day. . . .' The Chattels Transfer Bill was reported from the Statutes Hovision Committee with amendments. Speaking upon the second reading of the New Plymouth Borough: Council Empowering Bill, the Hon. C. H. Izard protested against the continued borrowing of large sums by local bodie3. The indebtedness of. local bodies in New Zealand to-day was £37,000,000, of which. £4,000,000 had been obtained from the Advances to Settlers Department. That £4,000,000 would have been far more usefully applied if it had been used for settlers, and not for the •lunicipalitieß. The granting of all such loans should be considered by a board constituted by the Government, which should consider the advisability ,as to whether or not the moneys ehoulcl be obtained. , ' .
