(Otaki) has given notice to ask the Minister of Railways whether he will consider the question of a special rate, being a small niargiu over actual cost, for the conveyance by rail of sea-sand, to meet the requirements of horticulturists, nurserymen, domain boards, bowling and golf clubs, and others, who find that the mixture of sea-sand with stiff and heavy soils adds very materially to the friability and fertility of such soils.
