It is understood that through a compromise between the parties, a .satisfactory basis lias been reached for a formal agreement, on the questions at issue between Russia and Japan, including the withdrawal of Japanese troops and the recognition oE responsibility for the Nikolaievsk massacre. The settlement requires approval by Cabinet.
