SIR JAMES ALLEN'S COMMENTS
INCREASING HIGH COMMISSIONER'S FUNCTIONS.

At a luncheon in the New Zealand Section at Wembley, Sir James Allen < said the position in regard to the preference resolutions had caused general disappointment in the Dominions and the colonies, and there was grave unrest in Australia and New Zealand owing to the abandonment of the Singapore scheme. Sir James urged the desirability of removing the defect in the constitution of the Imperial Conference by securing that tha Prime Minister and other delegates should represent Parliament and the whole people. There seemed no reason why, after a discussion in Parliament or between the leaders of the parties, the representatives at the Imperial Conferenpe should not be placed in a position as strong a» that of the Representatives m the War Cabinet. He also advocated the provision of better liaison machinery, by appointing the High Commissioners to receive and give information from and to the Prime Minister or tho Foreign Office, and ensures the rapid transmission of information and advica to their Governments.
