Millerand's resignation of th'e Presidency will be maintained, and points, out that the demand is a flagrant,breach of tho Constitution, because the Presidency is deliberately made permanent for seven years for the purpose of providing the necessary balance and continuity. The forcing of the President's resignation would introduce an element of instability'into the Constitution, and would inevitably provoke reprisals; and France is in rio mood for revolutionary changes.
