BERLIN, 7th May. Work in practically all the mines in tho Ruhr is at a standstill, owing to the refusal of the men to work over eight hours a day, in accordance with the Government, arbitration award. Eighty-five per cent, of the miners have accordingly been locked out. There is similar trouble in the. Saxon and Upper Silesian coal regions. Thousands of metal; \vorkers and other industries are likely to be affected, as the Ruhr coal reserves are very small.
