Alternatively, she shall pay 1000 million gold marks in the first year, 1200 millions in the second ■and third years, 1750 millions in the fourth year, and 1460 millions in the fifth years, and onwards. After the sixth year the Reparations Commission may demand supplementary payments calculated on the basis of Germany's prosperity, possibly amounting to several hundred million gold marks. The German railways should be handed over for fifteen years to an international company, with a capital of 26,000 million gold marks, of which the Reparr ation Commission will hold 11,000 millions' worth of 6 per cent, debentures, giving an annual yield of 660 million gold marks after the fourth yesr. Without entering into the" question of the military occupation of the Ruhr, the experts declare that Germany's economic restoration can be lasting only if her economic unity is fully re-establish-ed. .They suggest that a permanent committee of five experts, with a president nominated by the Reparations" Commission, shall regulate the movement of German capital and administer the capital ieft temporarily in Germany.
