, Sil>~^ e P l'°P°sal to make the charge for the Citizens' Ball, to be tendered to the Fleet,- £2 2s for gentlemen . and £1 10s for ladies, will prohibit any possibility of the function ' being a citizens' function. True, one section of the community can afford to pay these prices to do honour to our distinguished vjsi.tors. - I respectfully, submit that a Citizens' Ball should not ■be exclusive but should be within, the reach of the average citizen. For this purpose the admission could be-fixed at £1 Is for gentlemen and 15s for ladies. At these prices it would be possible -to esure a satisfactory function, both socially ■ and financially.
