APPREHENSION IN JAPAN,

The Chinese decision shortly to recognise Russia has revived apprehension on the part of Japanese officialdom which' perceives in the action a threat to her paramount position in the Far East and admits that such recognition, if employed, to oxert pressure upon Japan, could be a powerful lever. The C4overnment,. also, cannot resume relations with Moscow while the Soviet's attitude towards its international obligations persists. Officials further assert that tho Russians' imprisonment of twelve Japanese at Vladivostok is a deliberate slap in the face for Japan which wilL hardly hasten her recognition of Russia.
