PARIS, 7th March. M. Poincare made a speech lastin" three hours in the Chamber. He reiterated the fact that France would only give up the Ruhr proportionately to payments being made and after total payments. He had strong hopes that the French policy would not be contradicted by the experts. If the unity of the Allied front were re-established, Germany would carry out her obligations, and there was every chance of a general settlement being speedily put into operation.
