FRENCH YELLOW BOOK

STRESSES POLICY OF SECURITY,

PARIS, 9th March. The Foreign Office has issued a Yellow Book dealing with the inter-Allied negotiations regarding French- security and covering the period frbm January, 19ly, to December, 1923. It reveals no secrets, but throws a light .on abortive Anglo-French negotiations for a treaty of alliance. Marshal Foch's memorandufn urging the organisation of the Rhine as the military frontier is among the published documents.

The book is apparently designed to demonstrate, in view of the possibility of a fresh conference, that all French Governments since the Armistice have been dominated by the same preoccupation, namely, to insure the security of France against possible German aggression once and for all, but without the annexation of any part of Germany, which has not been contemplated.
