I 1 ans and London designers have agreed that skirts must be shorter some barely reaching the knees with a slightly hobble effect. Probably this is the first occasion where fashion 'has bowed before universal obstinacy. Evening dresses remain long! "The Evening News" welcomes the announcement, and says: "People can see legs now without dismay. ,O.ur Victorian grandfathers knew that legs existed because they saw womenfolk -walking. Healthy youth has revolted againßt cramping fashions. Short' skirts are healthier and prettier."
