IMPORTANT DEVELOPMENTS.

Most important diplomatic develop rnents are expected within a. fortnight, following Mr. Macdonald's gemi-official communication, which was intended to open a general discussion of the whole European situation. ' M. Jaspar, Belgian Foreign Minister arrived suddenly, and had a conference with M. Poincare. Political circles believe that Mr. Macdonald'a ideas are those which Mr. Lloyd George advanced two years ago, and which France rejected.
