TECHNICAL COLLEGE

GROWTH AND PROGRESS

REPORTED

The annual presentation of prizes and certificates of the Wellington Technical College is taking place at the Concert Chamber this afternoon. In the course of his annual Teport, the director (Mr. J. H. Howell) stated: —

"The year has been marked by considerable growth in numbers and by progress in the provision of worthy buildings, although our hopes with regard to the latter have been far from realised.

'■'The roll number, both in the Technical High School- and the Evening) School has again shown a marked increase on that of the previous year. In the Technical High School the enrolment has grown from 465 to 608, an increase of 143, and in the Evening School and Day Art Classes from 1259 to 1437, an increase of 178, making a total increase for all departments of 321, and a total enrolment of 2045. In 1921 the enrolment in the Technical High School was only 317, so that in two years the school has nearly doubled its' numbers. This shows in striking fashion that the Technical High School is making its appeal to the people" of Wellington and district, and that the courses of. instruction offered are widely appreciated. THE NEW BUILDINGS. 1 "Owing to the.foresight of the board in providing on its own initiative cloakrooms for the girls at the new buildingsy we have been able throughout the year to accommodate there a small number of the Technical High School girls, though for the most part the new college has been occupied by the theoretical classes for engineering and building. Even here the work has not been carried on difficulties, as the central portion of the building is not yet finished, arid different contractors have been going on with their jobs off and on throughout the year; yet all who have had the privilege of working at the new college have been grateful for it. It is a matter for profound regret that the Government did not authurise a grant for the completion of the north front in time to allow tjiis ur-gently-required portion to be handed over for occupation in January. As it is, we are faced with the practical certainty of a large increase in our numbers next year, but with little extra accommodation. It is a matter for still . greater regret that in spite of. the most urgent representations, the Government has refused to consider, ■ till after the close of this financial year, any grant either for: the home science department or the workshops, so that we are obliged !to inflict upon Miss Eennie and.her students the grave injustice of asking them to continue in the miserable surroundings that they have had to tolerate for so long. It is true that the Department offered to provide the money for another tin shed, but neither the board nor the instructor would consent to accept such a solution to our difficulties.

"The Technical College is an educa tional iristiil t.ion that must make a direct appeal to the community as a whole, for its function is to meet the special requirements of its own city and district, and for this reason it has a strong claim on local co-operation and support.- The board has recently taken an important step to secure this by the appointment of advisory committees for all,the chief departments of the college. 'I believe that there is great scope for the work of the advisory committees, arid that we may look for a .wide extension of their functions. . ..;■ AGRICULTURAL COURSE. "In my last report I .suggested that the time was ripe for the provision at the_ Technical College'of a preliminary training' in agriculture, such as is given in each of the other chief centres of-the Dominion. The Department, however, has refused permission for the establishment of this course, and Wellington, therefore, is to be handicapped in this, as in other directions. THANKS TO CITY COUNCIL. "While throughout New Zealand the civic authorities are generous in the support they give to the Technical College, we.in Wellington are specially fortunate ill the way in which, from the earliest days, the City Council has backed up the efforts of the board to supply the' needs of the district.- ■ ■ ■;

"May I, in conclusion, on behalf of the staff and students, thank the members of the board, and the chairman in particular, for the time and. thought they -have given to the work of the college. I ; think there can be few schools where the governing body works more harmoniously together or is readier to take any steps that may promote its welfare. A great deal remains yet to he done, bu,t if undue delay occurs it will certainly not be due to any want of forethought or activity on the part of the board. I wish also to thank my colleagues on the office staff as well as on the teaching staff, for the loyal cooperation they have so constantly ren-' dered, though often in the most difficult and discouraging circumstances. We need have no fear as to the future of our college if we all continue to work together and to devote to it in conscientious service our very varied gifts." THE AWARD LIST.
