(Received 28th November, 11.20 a.m.) BERLIN, 27th November. Dr. Albert has abandoned his attempt at forming a Cabinet owing to ail parties in the Reichstag opposing a non-Party Cabinet: Meanwhile negotiation is proceeding in regard to the possibility of forming a Bourgeois Cabinet, composed of representatives of the National, Centre, _ and People's Parties. Such a Cabinet would have to reckon with the opposition of the Socialists and Communists, and at best the neutrality of the Democrats, while the Centre Party would liiako its collaboration conditional on the Government governing constitutionally, and on the Treaty of Versailles being, regarded as binding. Herr Jarres, who was Minister of the Interior in the Stresemann Cabinet, is a candidate for the Chancellorship.
