DISABLED SOLDIERS' PASSES

The Works and Traffic Committee in its report to to-day's meeting of the .Tramway Board, stated; "The board issues free passages to soldiers who through war injuries are unable to walk without artificial assistance. The Audi-tor-General has 'tagged 1 the board's bal-ance-sheet to the effect that the board has no authority to issue these free passes. There are 165 of these passes in regular use in Christchurch. The War Contributions Validation Act, 1914 (No A), permits contributions, whether in money or kind, for the relief of distress occasioned by the war or for any patriotic object approved by the GovernorGeneial, provided that every such contribution is paid into a public fund the conditions of control and expenditure to °t aPP r°ved by *c Governor-General, lhe Auditor-General says that all contributions, whether of money or in kind must pass through the committee of-the iund, and the proviso to the governing section applies to every such contribution. The board has replied that the clause requiring money to bo paid into a properly controlled fund cannot apply to gifts 'in kind,' as obviously it is impossible to pass gifts 'in kind,' such as tramway passes, into a fund. The Audi-tor-beneral, however will not accept the board b view and has 'tagged' the boards balance-sheet accordingly" ' ■
