CHANCELLOR'S ADDRESS
ANNOUNCES OFFER OF LOAN
FROM FOREIGN FINANCIERS.

A large force of police guarded every entrance of the Reichstag at the resumption of the debate. Dr. Stresomann dwelt on the hopelessness of the situation, so long as Germany was in danger of bleeding to death from the wounds in the Rhine and the Ruhr. He.declared that he would not consent to see German^payments go to France's cashbook.
"We have reached the end of our financial capacity," he said. ■ He announced the removal bf the State Emergency powers in a number of districts, and declared that foreign financiers had offered the German Government a credit of at least a milliard gold marks, provided the present Government remained in power. The speech was loudly ;.pplauded by the majority of deputies. The debate was adjourned till tomorrow, when the German National Party's motion of censure will be taken.
