BALDWIN POLICY
THE MANCHESTER SPEECH
METHOD OF TAXING IMPORTS.

LONDON, 2nd November. Mr. Baldwin, in his speech at Manchester, declared that it was proposed not to tax wheat or meat, but to tax manufactured goods, giving substantial preference to the Dominions. The intention was to tax those imported manufactures which caused most ■ unemployment in Britain.
