BRITAIN MAKES THE PROPOSAL
BRINGING AMERICA IN,
LONDON, Ist November. The Central News Agency's Paris correspondent says that Lord Crewe (British Ambassadorlhanded a Note to the .Ministry of Foreign Affairs from the British Government proposing the convocation by the Reparations Commission of a meeting of experts in November^ and inviting the Allies to take collective steps at Washington to ensure the participation of the United States.
