fREOTER'S TELEGRAM.) . (Received Ist November, 1 p.m.) LONDON, 31st October. A serious situation has arisen in Duisburgo allegedly owing to the Belgians openly protecting and encouraging the Separatists. The occupation authorities have given instructions that the municipal police in Dusseldorf shall be placed under French military orders, so as ' to terminate the disturbances.
