Fotsyth, chairman of the Works Committee, referring to complaints made that the time allowed for iße submitting of tenders by private contractors was -too short, said that should any reputable firm make representations that it required additional time to study the specifications, no doubt the closing date could be postponed. ■'The Works Committee had promised that the-work.would be commenced in TJ.ecemb'er, and thafc promise was going to be-carried out.
