. TOKIO, '29th October. Marquis Yamamoto, 1 Premier of Japan, declared in an interview that the earthquake has effected understandings with America which the ablest.men of both countries had previously endeavoured to obtain by diplomatic means. Marquis Yamamoto, in adverting to the reconstruction policy, said that Japan in.tends to rely principally upon her own resources with the minimum "of depehdance upon, out-side aid. The Premier paid a high tribute to the American Ambassador, Mr. Woods, for his energy and devotion to the cause of relief.
