CHAOS IN CHINA
EXTRA-TERRITORIAL RIGHTS.

Owing to the chaotic conditions in China, the United States has opened conversations with London, Paris, and lokio, aiming at the postponement of the conference scheduled for Ist November to negotiate for the gradual removal of extra-territorial rights in China in accordance with the agreement concluded at the Washington Armament Conference.
The White House believes such a step at the present time would be futile.
