LEAGUE HAS NO AUTHORITY.

LONDON, 2nd September. Mr. J. L. Garvin, in the " Observer," says: .." The decision lies with Home, and nowhere else. It does not, and will not, lie with Geneva. There is as yet no true League of Nations; there is only a system devoid of full moral sanction, and therefore of all effectual authority. Half the League, which does not. include America, Russia, or. Germany, is not only practically but spiritually important for all larger purposes concerning the preservation of general peace. . " The next step lies with . Signor Mussolini. Our hope was that he would raise Italy to a pinnacle; our fear is that he may dash her to the ground."
