A DROPPED CLAUSE.
; The amendment effected.,in the House of Representatives on Wednesday evening toj#e. Public Works;.-Amendment Bill, clause 7 was/dropped by the Minister upon objection .being raised by several members, woujjd;"have had a spmewHatv'serious effect upon' Wellington local •bodies ifit had. been passed. The dlause provided, in effect, that local bodiesshould maintain drains that pass, ed through railway lands, The Minister (the Hon'..;;J. G; Coates). maintained that local authorities had iheif responsibilities in regard to maintenance costs, but Sir John Luke (Wellington North) pointed out that the clause -would be severe upon the controlling authorities of the Hutt road, where large numbers of drainage culverts passed underneath the railway track to the sea. The Minister agreed, after other speakers had stressed the point, that the clause might be construed to throw the whole financial libility on local authorities, and he accordingly consented to withdraw it from tjie Bill.
