Cabinet completed its replies to-day, fend they will be sent to France and Belgium to:morrow. Subject to the Allies' consent, it is expected that all the papers will be published simultaneously in the Allied countries early next week.

The "Daily Telegraph's" diplomatic correspondent understands that the replies reject the suggestion that Britain can demand the unconditional abandonment of passive resistance. The question of the efficiency of the so:called ''productive pledges," as a means 'of Snaking Germany pay, summarises the IBntire British, case. In an eloquent and compelling manner ws are making, a world-wide appeal to public opinion. The "Daily Express says the questions put by Prance are answered frankly and fully. The Government points out that there can be. no remission of Prance's debt until Germany's capacity to pay is ascertained. • Britain will only te able to arrange a general debt settle- , ment 'when she kr.ows what to expect from Germany. The' "Morning Post", says the replies lay stres3 upon Britain's unemployment problem, the enormous burden of taxation, and the heavy debt of which repayment must be made to America, and indicate that some method other than or supplementary to the Franco-Belgian occupation of the Ruhr must be devised to eqable Germany to pay the reparations..
