NEW YORK, 2nd August.
It is fepbrtea from Harbin (in Manchuria) that General Chang Tso-lin, dictator of three Manchurian provinces, ordered the Chinese authorities to take
. all the lands ceded to -Russia under former treaties. This measure, which goes into effect to-day, flouts the Central Government at Pekin and jeopardises the tenuous Rueso-Japanese negotiations, which aim at 'finding a basis for recognition of the Soviet.
The British, American, French, and Japanese Consuls have concertedly protested against the seizures.
