The " Morning Post " says M. Rakovsky, the new Soviet representative in London, in a farewell speech to the bkrainian Central Executive, declared that the collapse and dismemberment of the British Empire was merely a question of time. The revolutionising of the British proletarian masses was proceeding by gigantic strides. If Conservatism is obstinate, the more acute will be the collapse of the whole colonial system of the British Empire. The primary object of his appointment to London was to enable him to await the Third International's intervention in Britain's internal affairs. M. Rakovsky recently published a pamphlet in which he declared that Britain was more benefited 1. y the Great War than any other country. She had annexed over nine million square kilometres of land belonging to other nations.
