Naval officials have reaffirmed the contention that the angle of fire of American battleships' guns should be elevated, but preferably after a conference with the Powers who were signatories of the Five-Power Treaty, in order to clear up British objections.

It was reported in April that the State and Navy Departments were divided on the question of the elevation of the guns in America's capital ships. The Navy Department contended that alterations to the gun elevations should be made in thirteen ships. While the State Department did not contend that gun elevation and range increases were precluded by the Washington Treaties; the Secretary of State, Mr. Hughes, maintained that any such changes by the United States would be the signal for other countries to do likewise, and thus the spirit of the Treaties would be disobeyed. • -
