Thb keynote of the speeches at the Royal Colonial Institute annual dinner at the Hotel Victoria was mai'ked by pleas for unity of the Empire. Sir Godfrey Lagden presided, and there were 250 guests present. Messages were read from the various Dominions branches. Sir Robert Home, in. proposing the toast "The United Empire," said 'the change by which the Dominions were given a voice in questions of policy illustrated the progress the Empire had made. As a consequence of the war the Dominions were given a new status. Britain welcomed the opinion, of the Dominions on any subject in order tEat it could be discussed for the benefit of the whole of the Dominions. There was urgent need for migration, and Australia was in the vanguard on the migration question. The whole prosperity and safety of the Dominions depended upon population of British stock. The only real League of Nations in the world to-day was the League of Nations of the British Empire. Sir George Perley, Canadian High Commissioner', said it was necessary that the High Commissioners should hold office in their Governments in order to be empowered to meet British Ministers periodically in connection ' with Empire affairs.
