POWERS MAY MEET BRIGANDS.

WASHINGTON, 23rd May. The American Legation at Pekin has advised the State Department that an international commission has been dispatched to Saowchwang, ten miles from the bandits' stronghold, to investigate and report. This is believed to be a preliminary step by the combined Powers to open direct negotiations with the brigands.
