Herr Rosenburg is expected to propound definite proposals which, possibly, will lead to an agreement. (Received 17th April, noon.) ' BRUSSELS, 16th April. M. Theunis, the Belgian Premier, addressing foreign Press representatives, declared: "We will remain in the Ruhr until Germany recognises our rights and will depart progressively only as she carries out her obligations. The Ruhr occupation must nat react against us or damage our industry and commerce more than necessary." M. Poincare had affirmed that in his desire to obtain reparations he had the whole of France, j behind him. i j
