A LABOUR RALLY
ADDRESS BY MR. FRASER.
A rally of Labour candidates for munioipal office was held in the Empress Theatre last night.. Mr. J. M'Kenzie presided. Mr. P. Fraser, M.P., who first of all dealt with matters connected with hospital administration, condemned the proposal to attach private wards to public hospitals, as tending in the nature of olass distinctions. So far as the City Council was concerned, he said there was nothing in the cry that if Labour was successful the rates' would be increased. Somebody would have to pay rates, but the Labour Party contended that the system of rating on unimproved values would mean a reduction for those small wage-earners who owned houses. Other speakers during the evening were Mrs. Snow, and Messrs. R. M'Keen, M.P., C. H. Chapman, and J. Glover.
