During the discussion in the Chamber on the Budget, M. Lefevre, an • ex-Min-ister, recommended as an alternative to the proposed increase in taxation a loan without interest with lottery prizes costing in prizes, and amortisation 3£ per cent.
The scheme provides for a daily lottery being drawn during the first year, ■each with prizes totalling one and a .quarter million francs (approximately £52,083). Afterwards the drawings to be weekly, and eventually one 500 franc bond out of every five would be reimbursed at double its face value.
