SOVIET SHORT OF ROUBLES.

LOND(»J, 4th March. The "Daily Mail's" Riga correspondent says: "A fortnight before Lent is celebrated Russia is feasting and drinking this year. Owing to the Soviet, presses being unable to supply enough money for the payment of the workers in the nationalised factories, all-State institutions are being paid their overdue wages in vodka, with the 'result that thousands throughout Russia are drunk, and thousands arrested."
