MADRID, 30th January. . A message from Melilla says that General Navarro and other high .officers captured by the Moors on the occasion of the Spanish disaster last year have been ransomed and have arrived at MeliJia. They were treated rooet harshly. General Navarro was employed carrying stones and other material for the construction- of roads and houses. He was chained to a wal] at night with an iron ring, around his neck. Numero&s prisoners died of neglected wounds and others succumbed to the bastinado.
