NGT ENTIRE REFUSAL
TREATY MAY. GO TO ANGORA.

LONDON, 29th January. Well-informed circles in London do not interpret the Turkish disinclination to sign the Lausanne Treaty as an entire refusal, but think that Ismet will declare his intention of taking the Treaty to Angora for discussion. Turkish armed aggression in the Mosul area is engaging the War Office's attention.
