M. Joffe, representing the .'Russian, Soviet Government, a^id Sun Vat Sen have concluded a series of conferences 'and-issued a joint statement agreeing that \any attempt to .establish a Comniunistic Government in China is'undesirable, because it would not be assured of successful operation. Russia agrees to abrogate all treaties and agreement imposed upon China by the former Tsar's Government. Russian troops will not. be withdrawn for tlio present from Outer Mongolia-, as China does not fear any imperialistic aims on Russia's part. Sun Vat Sen declares that he hopes to reorganise the Canton Government, and favours disarming the opposing Chinese troops under the direction of some friendly Pow^r. .
