Japan must assure the protection of Japanese preferential rights in Manchuria and Mongolia, and' secure, recognition of these rights from the Soviet.

Japan must take positive steps to rectify any existing misunderstandings between China and the other Powers.Japan must assist China to stabilise her Government, but only, after assurances of satisfactory Sirio-Japanese economic relations.

Japan must promote her special interests in China. \
