JOURNALISTS FOR THE RUHR.

PARIS, 10th January. The "Matin's" Berlin ' correspondent states that Germany is planning diplomatic action at London, New York, Rome, and neutraL capitals, __ suggesting that in view of France's breach of the Treaty by the occupation of the Ruhr, Germany shor.ld be freed from Treaty payments during the occupation. The Government is taking a special trainload of English, American, and neutral journalists to the Ruhr.
