The "MatAi's" Berlin correspondent .learns reliably that Herr Havenstein, chairman- of the Reichsbank, whom the Government is sending to London, will propose that; the Bank of England undertake to guarantee for ; six months' payment to Belgium of. 70,000,000 gold marks, while the Reichsbank undertakes to pay the Bank of England within eighteen months: (
