The . National Association of Merchants a-ndi Manufacturers has issued a manifesto to- the effect: (1) That Germany should be given such a respite in respect to cash reparations as would enable her to pub her public finances in, order; (2) the cash obligations imposed by the Treaty of Versailles should be definitely fixed at the earliest possible: moment at a figure within Germany's capacity to pay; (3) in order to ascertain this' figure, the International Bankers' Committee should resume inquiries and report; (4) am abatement or abolition of import duties, especially those necessitated by, the indemnity, might form part of the. return asked from_ Germany for settlement of the reparations question.
