WITHDRAWAL OF U.S. TROOPS.

Mr. Hughes (Secretary of State) has ■announced that representative political leaders of the Dominica Bepubhc have accepted the State Department's programme far the withdrawal of United State troops from San Dominga. A plan similar to the Cuban arrangement will be pat into force if the Dominican Speopde' accept it. N
