Krassin made the important declaration that while owing' to the exchange crisis it was utterly impossible for Russia to permit absolute free trade, she was willing that all trades should not be placed under a State monopoly. The Soviet would organise buying and selling bureaux in the chief foreign cities, and i would have goods collected at these I bureaux. Russia was willing to give concessions for twenty-five years in connec- | tion with eight million acres of most fer- ! tile land near the sea.
