Baron Kato, in his first statement as Premier, outlined the foreign and domestic policies of the new Government. The foreign affairs policy follows the lines adoptfed by his predecessor. He will maintain and: seek constantly to consolidate and improve Japanese friendship with all nations near and distant.

The Government's earnest hope, he said, was that China would soor emerge from the unfortunate internal conditions there, and achieve national unity through the efforts of her own people. Japan was sentimentally and materially Interested in China's welfare, as the welfare of Japan in a considerable measure was dependent on the peacev and prosperity of her great neighbour. The new Cabinet would endeavour to expedite an amicable adjustment of Siberian problems. Briefly, he added, his foreign policy was to co-operate with other Powers in the spirit and letter of the League of Nations Covenant and the treaties and resolutions adopted at the Washington Conference.

The Premier's domestic policy statement promises a tax for social reforms. In concluding, Baron Kato asks for the sympathy, confidence, and help of the nations in his diffioult task.

Baron Kato has issued a further statement that the Ministry aims at the establishment of conditions which will permit of still further reductions in world armament.
